Standing Committees

Bylaws
Chair - Scott Porter, Washington County
The Bylaws committee makes recommendations for the revision of the Association's Bylaws by the membership, monitors adherence to provisions of the Bylaws, develops resolutions outlining the position and policy of the Associaction on specific issues, as appropriate, and presents proposed resolutions to the membership for adoption at General Membership meetings.

Finance and Audit
Chair - Cherilyn Foglio, Foglio International, Inc,
Vice-Chair – Roger Gano, Providence Newberg Medical Center
The Finance and Audit Committee is appointed by the OEMA Executive Board to recommend guidelines for the management of, and provide oversight to, the Association's fiscal activities.

Specific responsibilities of the committee are to:

  • Work with the Treasurer in preparing a budget and addressing financial requirements;
  • Prepare a budget addressing financial requirements;
  • Conduct an annual review or audit of the expenditures of Association funds.

Information/Communication Technology
Chair – Keith Berkery, Portland Office of Emergency Management
The Information/Communication Technology Committee provides oversight to and administration of the review and evaluation of existing and emerging technologies in communications and information system/processes programs.

Legislative
Chair - Joe Rizzi, City of Eugene
Vice-Chair – Pamela Duncan, Portland Development Commission
The Legislative Committee develops, monitors, and maintains the legislative priorities of the Association

Membership and Marketing
Chair – Doug McGillivray, Yamhill County
The Membership and Marketing Committee provides and oversees marketing strategies for the Association in order to increase membership and to provide knowledge of the Association to other agencies, associations, businesses, and individuals.

Oregon Certified Emergency Management Specialist (ORCEMS)
Chair – Bob Grist, Multnomah County
The Oregon Certified Emergency Management Specialist (ORCEMS) Committee manages the ORCEMS certification program as outlined in the ORCEMS Procedures Manual.

Training and Education
Chair – Dawn Blalack, Umatilla County
Vice-Chair – Lorraine Churchill, Columbia County
The Training and Education Committee coordinates with other agencies in the development and implementation of statewide training and education programs to enhance emergency management.

Strategic Planning
Chair – Eric Plebuch, Peterson Power Systems, Inc.
Vice-Chair - Deb Treusdale, OEPO-OR-E Prep Outreach
The Strategic Planning Committee develops and maintains the Association's Strategic Plan to assure that the Association continues to make progress towards achieving its mission and goals.

Special Events Committees

Annual Conference
Chair - Mike Harryman
This committee is responsible for the planning, coordination, and conduct of the Association's annual conference, which will be held Oct. 11-14, 2010 in Hood River, OR.

Ad Hoc Committees

Past Presidents' Committee
Chair - Mike Mumaw
The Past Presidents' Committee reviews and evaluates policy issues relevant to the Association and provides recommendation, as needed to the Board and the membership.
